Dr. Tarjanne was ITU Secretary-General for two terms, from November 1989 through January 1999. Before joining the ITU, Dr. Tarjanne was Director-General of Posts and Telecommunications in his native Finland, where he oversaw the restructuring of the telecoms sector and the conversion of the government carrier into a commercial company. Earlier he had been Minister of Transport and Communications, and also served as President of the Finnish Liberal Party, as a member of parliament, and as Minister responsible for Nordic cooperation.
