Heather Skilling is Director of the Water Group of the new Restructuring and Privatization Practice of Stone & Webster Management Consultants. She specializes in the development and implementation of private sector participation strategies, particularly in water. Her recent work includes water privatization strategies in the Philippines and Thailand, public education on the benefits of privatization in the Bahamas, and serving as transaction advisor in Ghana. Prior to joining Stone & Webster, Ms. Skilling was Senior Manager with Deloitte Touche Tohmatsu Emerging Markets Group. Ms. Skilling earned her BA from Williams College and her MA from the Nitze School of Advanced International Studies of Johns Hopkins University.
