Pamela Greenberg is the President and CEO of the Association for Behavioral Health and Wellness (ABHW); she joined the organization in 1998 as the Executive Director for the American Managed Behavioral Healthcare Association (AMBHA). ABHW is the national voice for payers that manage behavioral health insurance benefits. ABHW member companies provide specialty services to treat mental health, substance use, and other behaviors that impact health to approximately 170 million people in both the public and private sectors. ABHW and its member companies use their behavioral health expertise to improve health care outcomes for individuals and families across the health care spectrum.

Pamela serves on the Editorial Board of the Bloomberg BNA Health Insurance Report. She is a liaison to the National Committee for Quality Assurance Standards Committee. In 2015 Ms. Greenberg joined the Advisory Board of Landmark Health a company that provides home-based medical care to individuals with multiple chronic conditions and in 2017 she joined InnovaTel Telepsychiatry’s Strategic Advisory Board.

She also was the Chair of the Coalition for Fairness in Mental Illness Coverage, one of the leading Coalitions that helped develop, advocate for, and get the Wellstone-Domenici Mental Health Parity and Addiction Equity Act of 2008 signed in to law. Additionally, Pamela served as President of ACMHA: The College for Behavioral Health Leadership.

Prior to joining ABHW Pamela was the Deputy Director of Federal Affairs for America’s Health Insurance Plans (AHIP). Before joining AHIP Ms. Greenberg was a Legislative Assistant at Capitol Associates, a healthcare consulting firm in Washington, D.C.

Pamela has a B.A. from Mount Holyoke College and a Masters in Public Policy from Georgetown University.

Matt Salo was named Executive Director of the National Association of Medicaid Directors (NAMD) in February 2011. The association represents all 56 of the nation’s state and territorial Medicaid Directors, and provides them with a strong unified voice in national discussions as well as a locus for technical assistance and best practices.

Matt formerly spent 12 years at the National Governors Association, where he worked on the Governors’ health care and human services reform agendas, and spent the 5 years prior to that as a health policy analyst working for the state Medicaid Directors as part of the American Public Human Services Association.

Matt also spent two years as a substitute teacher in the public school system in Alexandria, VA, and holds a BA in Eastern Religious Studies from the University of Virginia.

Hemi Tewarson serves as the director for the National Governors Association Center for Best Practices’ Health Division, where she oversees all the Health Division projects which include Medicaid transformation and coverage, Medicaid data systems, health care delivery and payment system reform, workforce, opioids, and behavioral health and social determinants.

Prior to joining NGA, Ms. Tewarson had decades of experience in health care policy in the private and public sectors. She served as senior attorney for the Office of the General Counsel at the U.S. Government Accountability Office and was in private practice as a health policy attorney where her practice included advising states on how to reform their Medicaid programs.

Ms. Tewarson holds a J.D. and a master’s degree in public health from the George Washington University and a bachelor’s degree in psychology from the University of Pennsylvania.

Joel White is the President of Horizon Government Affairs. HGA is a full-service government affairs consultancy specializing in actionable strategic and tactical advice for navigating the Congressional and regulatory processes. HGA assists clients in their quest to improve health and lower health related costs, mostly by turning policy into law.

Joel is also the President of the Council for Affordable Health Coverage (CAHC), and two CAHC-managed campaigns, Prescriptions for a Healthy America (adhereforhealth.org) and Clear Choices Campaign (clearchoicescampaign.org). In addition, Joel is the Executive Director of Health IT Now (HealthITNow.org), a multi-stakeholder coalition that advocates for adoption and use of health IT to improve health care.

Joel is on the Boards of Directors of CAHC, the Newborn Foundation (a patient advocacy group), Samaritan Inns (a homeless and addiction treatment center), Arlington Bridge Builders (a service organization helping low income families), and the Citizen and Soldier Foundation (a veteran’s assistance organization). He is also on the National Advisory Board of the Cancer Support Community. Joel holds a BS in Economics from the American University and is the co-author of the book, Facts and Figures on Government Finance.

Joel spent twelve years on Capitol Hill as professional staff for the Ways and Means Committee and two Members of Congress. He helped enact nine laws, including the 2002 Trade Act, which created health care tax credits, the 2003 law that established the Medicare prescription drug benefit and Health Savings Accounts, the 2005 Deficit Reduction Act, and the 2006 Tax Reform and Health Care Act, which reformed Medicare payment policies.
