A Case Study from Premier Inc. – Scouting From the Front Lines in Pay-for-Performance Contracting: Early Results from CMS and Premier Alliance Hospitals Demonstration Project
The nationwide Premier, Inc. alliance of not-for-profit hospitals and health systems is cooperating with the Centers for Medicare and Medicaid (CMS) in a three-year initiative to demonstrate the extent to which financial incentives and public reporting encourage higher clinical quality. In the demonstration project, 277 Premier-member hospitals are voluntarily submitting to CMS each quarter data showing their results on defined, standard indicators for five clinical conditions such as acute myocardial infarction and community-acquired pneumonia. The project is one of the first “pay-for-performance” experiments undertaken by Medicare. In this session you will:
  • Explore the data reporting process in place and the quality indicators used in the project
  • Gauge the success of five clinical improvement areas and understand the implications of best practice sharing on measurable change
  • Strategize for the future of rapid adoption and improvements in the quality of clinical care

Learnings From the California Organized Physician Group Model: Improving Quality and Service through Measurement, Public Reporting, Transparency and Business Case Development
California Medical Groups, working with Plans, Consumer Groups and Purchaser Groups in a collaborative development process have created a business case for quality, heretofore lacking in ambulatory delivery systems. This Pay-for-Performance program is the largest and most progressive to date, and creates opportunities for development/experimentation and, ultimately, roll out of successful Pay- for-Performance programs in Medicare and other programs and areas of the US. Organized Medical Groups have the ability to create coordinated care systems and achieve statistically superior quality and outcomes for patients. In this session you will:
  • Understand the basis on which the collaboration took hold
  • Evaluate the early pilot year and first “live” year of the Pay-for Performance program
  • Evaluate data on the benefits of the Organized Care Model
  • Strategize on the best delivery system models for quality care

Eric B. Larson, MD, MPH FACP is a graduate of Stanford University, Harvard Medical School and University of Washington School of Public Health. His research interests have led him to work on improving quality of care, technology assessment, and various clinical topics. Previously, he was Medical Director of the University of Washington Medical Center and Associate Dean for Clinical Affairs in the University of Washington School of Medicine. In November 2002, he moved to become the full-time Director of Group Health Cooperative’s Center for Health Studies, a 20 year old public interest health care research center. Dr. Larson maintains a small 25 year old general internal medicine practice and his appointments in the University of Washington’s Departments of Medicine and Health Services. He has been a Commissioner on the Joint Commission for the Accreditation of Health Care Organizations since 1999. For 2004-2005, Larson is serving as Chair, Board of Regents of the ACP, which is the Nation’s largest medical specialty society with 115,000 members.

Robert Margolis, MD, has been the managing partner and CEO of HealthCare Partners Medical Group since 1992. Dr. Margolis was a founding partner of HealthCare Partners’ predecessor, California Primary Physicians Medical Group. Under Dr. Margolis’ stewardship, HealthCare Partners has become a highly respected and innovative physician-owned and operated medical group, IPA and MSO. Dr. Margolis has been on the leading edge of the managed care industry for more than 20 years. He is chairman of the Board of Trustees for California Hospital Medical Center, Los Angeles and serves on the boards of several prestigious health care organizations. Dr. Margolis is board certified in internal medicine and medical oncology, and while practicing was an active member of the American College of Physicians and the American Society of Clinical Oncology.
Richard Norling

Richard A. Norling joined Premier in September 1997, initially as Chief Operating Officer. Before that, he was president and Chief Executive Officer of Fairview Hospital and Healthcare System. As CEO of Fairview, Norling served as a member of the board of directors of American Healthcare Systems (AmHS). In this role, he was instrumental in shaping the merger of AmHS with the former Premier Healthcare Alliance (PHA) and SunHealth Alliance to form today’s Premier. Before joining Fairview, Norling was executive vice president and chief operating officer of UniHealth America, a not-for-profit system of hospitals and healthcare organizations. Norling is involved as a member and leader in a number of professional, business, and healthcare industry organizations. He is past president of the Board of Directors of the Malcolm Baldrige Award Foundation, and continues to serve on this board. He has continued to advocate the criteria of the Award as foundation for effective leadership of enterprises. He was for many years a member of the board of directors of the Institute for Healthcare Improvement, led by Dr. Don Berwick.
