Implementing an Effective Timeline for Regulatory Guidelines
Analyze upcoming regulatory guidelines, and create an effective timeline to meet the needs of beneficiaries
II .
The New Definition of Medigap - Responding to Regulations and Creating a Strategic Plan
  • Become familiar with how Medigap is regulated by both the federal government and the states; and understand the roles of CMS and the NAIC in the regulatory process
  • Understand Medigap Rx plan requirements including what is creditable coverage and the mandatory mailing for 2005
  • Explore the impact of Plans H to J without Rx benefits, and discuss discount plans for drugs and stand-alone drug plans
  • Become familiar with new Medigap plans K and L, including the reason for the plans, services covered under K and L, and future issues
  • Address other changes, including the effects on employers and HRA/HSAs with regards to Medigap
  • Address issues other than MMA, including Medigap electronic claims filing system changes and Medicare Select

Randy M. Kammer JD
Vice President, Regulatory Affairs & Public Policy
Blue Cross Blue Shield of Florida
Ms. Kammer is Vice President of Regulatory Affairs and Public Policy for Blue Cross Blue Shield of Florida, Inc. She has been with BCBSF for nearly 18 years. Prior to that, she was Senior Staff Attorney, Three Rivers Legal Services, Inc., Gainesville, Florida, from 1979 to 1987. Ms. Kammer is Secretary of BCBSF’s The Blue Foundation for a Healthy Florida. She recently served as co-chair of the Department of Insurance Small Group Standard Benefit Design Committee and previously chaired the committee in the early 1990s. As well, she is secretary of JaxCare (a public/private partnership to insure low-income workers), is Secretary of the Florida Life and Health Insurance Guaranty Association, and is on the steering committee of the Center for Practical Health Reform. Ms. Kammer serves on the board of Three Rivers Legal Services and is very active in the Jacksonville Jewish community. She currently serves on the Jewish Community Alliance Board as well as the Temple Board of Trustees and the River Garden Nursing Home Board.

Ovations' Insurance Solutions, a United Health Group Company
Dotti Outland is the Director of Government Relations for Ovation's, Insurance Solutions Division of the UnitedHealth Group Company. In this capacity, Dotti is responsible for coordinating government affairs activities, working with the AARP Healthcare Options program, by designing and recommending legislative and regulatory strategies. Dotti has over 30 years of Health Insurance industry experience. For the past 20 years, she has worked in development and support of AARP Supplemental Insurance products, beginning with Prudential and now with UnitedHealth Group. Dotti is an active participant and past chair of the AHIP (formerly HIAA) Supplement Committee. She is a frequent speaker on Medigap issues and recently spoke at AHIP’s Medigap In Focus forum, where she discussed new Medigap Plans K and L. Dotti currently works with the ‘Senior Issues Task Force' of the National Association of Insurance Commissioners and most recently co-chaired its Statutory Working Group.
