Clare Spottiswoode is a senior member of the Energy, Resources and Chemicals Practice at PA Consulting Group, the international management, information and technology consultancy. Ms. Spottiswoode spearheads PA’s energy work in mainland Europe with an emphasis on the forthcoming EU market liberalization initiatives. Prior to PA, her most recent appointment was as special advisor on worldwide regulations for Azurix, the water subsidiary of US multi-utility Enron. She is best known as the UK independent regulator for gas supply. From 1993-1998, she led the transformation of the UK gas industry from an integrated monopoly player into the first completely competitive utility industry in the world.
