Professor Dr. Hatem El-Gabaly has been appointed as Egypt’s Minister of Health in December 2005. Since assuming office, he has spearheaded a major overhaul of the Egyptian healthcare sector emanating from President’s Mubarak 2005 Election Program. Under his leadership, numerous reform milestones have been realized, especially with regard to securing universal health coverage for all Egyptians, expanding primary healthcare services throughout Egypt, modernizing the health regulatory framework and upgrading the overall quality of Egyptian health services. Moreover, he has introduced significant legislative reform in the health sector which has successfully materialized in enacting a modernized law for Mental Health in 2009 and a new law for Organ Transplant in 2010. He has been entrusted with coordinating national efforts in response to the Avian Influenza as well as the H1N1 Influenza Pandemic.
The professional experience of Dr. Hatem El-Gabaly dates back to over 35 years and encompasses significant contributions to the academic, public and business fields. Prior to his appointment as Egypt’s Minister of Health, he has steered a thriving career as a pioneer entrepreneur in the field of medical management. He has founded, in association with the U.S. - based Cleveland Clinic Foundation, Dar AL Fouad Hospital, a leading hospital in the Middle East and North Africa specialized in cardiothoracic surgeries, neurosurgeries and organ transplants. He has also established Cairo Medical Tower, widely-considered the largest polyclinic in the Middle East, and the Arab Medical Consultancy Group. In addition, Professor Dr. El-Gabaly has chaired and served as a board member in several business, industrial and charity organizations. He is also a member in numerous Egyptian and international medical, scientific and professional associations.
Dr. El-Gabaly has been a Professor of Diagnostic Radiology at Cairo University Medical School (Kasr El-Eini) since 2001. He has published several scientific research papers and supervised numerous academic theses. He holds an M.D. and an M.Sc in Diagnostic Radiology from Cairo University Medical School (Kasr El-Eini) which were obtained in 1983 and 1979 respectively. He graduated from Cairo University Medical School in 1975 with a Bachelors Degree in Medicine and Surgery. He has completed the first part of membership to the Royal College of Radiologists in London in 1981. His international experience involved conducting professional training at the Hopital Fondation Rothschild in Paris throughout the periods 1979 -1980, then at the London-based Middlesex Hospital in 1980 and 1981, before returning to Hopital Fondation Rothschild from 1981 to 1982.
On the international level, Minister El-Gabaly has chaired a number of international events and inter-governmental conferences, including albeit not limited to, Sharm E-Sheikh International Conference on Avian Influenza and the Pandemic Influenza in October 2008 and co-chairing the Second Euro-Mediterranean Ministerial Conference on Health which was held in Cairo in November 2008. He is currently the chair for the Non-Aligned Movement (NAM) Ministers of Health.
Professor Dr. El-Gabaly is married and has three children.
