Bruce Bullen is Chief Operating Officer of Harvard Pilgrim Health Care. Founded in 1969, Harvard Pilgrim and its affiliates are licensed to provide comprehensive health insurance solutions in Massachusetts, Maine and New Hampshire. Its provider network has more than 22,000 physicians and 135 hospitals in MA, ME, NH and Rhode Island. Harvard Pilgrim and its affiliates offer health and benefit plan solutions to more than 930,000 members in New England. Harvard Pilgrim has finished first in the country for two years in a row on the National Committee for Quality Assurance’s (NCQA) annual ranking of health plan performance, which was featured in a special issue of U.S. News & World Report.

Mr. Bullen is responsible for the day-to-day operations of Harvard Pilgrim, including Customer Service and Market Performance, Sales & Marketing, Information Technology and Operations, Health Services, Strategic Development, Government Relations, Project Management, Human Resources and Corporate Compliance.

Before becoming Harvard Pilgrim’s COO, Mr. Bullen was the Commissioner of the Division of Medical Assistance, an independent state agency, responsible for the $4 billion MassHealth (Medicaid) program. Mr. Bullen served in Massachusetts State government for over twenty years. He worked for six years in the Executive Office of Human Services, serving as budget director and director of contracts, and served as budget director for the Massachusetts Senate Committee on Ways and Means.

Mr. Bullen has been a member of the Board of the Foundation for Accountability (FAACT), an organization created to find innovative ways to measure health outcomes and improve the quality of managed care. He also served as Chairman of the National Association of State Medicaid Directors and Vice President of the American Public Human Services Association.

Mr. Bullen holds a Master’s Degree in Public Administration from the John F. Kennedy School at Harvard University and an undergraduate degree from Williams College.
