Richard Popiel, M.D., M.B.A.
Executive Vice President, Health Care Services, Chief Medical Officer
Dr. Richard Popiel joined Regence on October 31, 2012. Prior to coming to Regence, Dr. Popiel served as president and chief operating officer of Horizon Healthcare Innovations, a Horizon Blue Cross Blue Shield of New Jersey (Horizon BCBSMJ) company dedicated to developing, launching and validating innovative models of reimbursement and care delivery as well as new approaches to consumer engagement and benefit design. Under Dr. Popiel’s direction, his team launched more than 30 pilot programs involving 80,000 members, including medical home projects and accountable care organization (ACO) partnerships resulting in improved health outcomes and significant cost savings. Their work did not go unnoticed. Harvard Business School used Horizon Healthcare Innovations as a case study in 2011. The local business community took notice, too. Last year Dr. Popiel was ranked one of the top 100 most powerful businesspeople, and one of the top 50 most powerful health care leaders in New Jersey by NJBiz, the state’s leading business publication.

Dr. Popiel’s tenure at Horizon BCBSMJ also included serving as vice president and chief medical officer with responsibility for all medical management activities. Other previous positions held by Dr. Popiel include chair of the National Council of Physician and Pharmacy Executives, a Blue Cross Blue Shield Association council comprised of chief medical and chief pharmacy officers. He also served as the chair of the Chief Medical Officer Leadership Group at America's Health Insurance Plans (AHIP) and was a member of AHIP’s Board of Directors.

Dr. Popiel earned multiple degrees while attending The George Washington University in Washington, D.C., including a Bachelor of Science and Doctor of Medicine. In addition, he earned a Master of Business Administration from Northwestern University Kellogg School of Management in Chicago. He completed residency training in Internal Medicine and Emergency Medicine as well as fellowship training in toxicology. He is Board Certified in Internal Medicine.
