Adam Darkins MB, ChB. MPHM, MD, FRCS is the Chief Consultant for Care Coordination in the Department of Veterans Affairs (VA) and was appointed to this position in July 2003, having previously led the Telemedicine Strategic Healthcare Group in the VA since May 1999. Care Coordination in VA involves the use of Health Informatics, Telehealth and Disease Management technologies to enhance and extend care and case management. Under Dr. Darkins direction VA is implementing telehealth-based services to support patients with chronic diseases in the home, screen for diabetic retinopathy, manage mental health conditions remotely and enable combat wounded who need rehabilitation to be cared for closer to home. The challenges in providing these as routine services is the organizational change management to establish the clinical, technical and business processes necessary to re-engineer care delivery.

Adam Darkins medical education was at the University of Manchester in England. His post graduate training in Manchester, Oxford and London in England led to his Fellowship of the Royal College of Surgeons and accreditation as a neurosurgeon. His research for his MD thesis was undertaken at UCLA in Los Angeles and was supported by a Medical Research Council (UK) traveling research fellowship. He worked at the King’s Fund Center, a research and policy institute in London, England where he was involved in initiatives to change the location of care and shared patient decision making. His involvement in telemedicine/telehealth arose from a need to resolve operational challenges in the delivery of care to a population of 300,000 who required community based services in central London. He has lived and worked in the USA since July 1997 and is a recognized leader in the field of telehealth.

The VA considers telehealth part of a broader entity of care coordination together with health informatics and disease management. Under Dr. Darkins direction VA is implementing the largest and most comprehensive programs of their kind in the nation and is instituting mechanisms to provide ongoing outcomes data from these initiatives in the future.
